Three anti-trans bills passed in Alberta on Dec 5, 2024
Bill 26 bans trans-affirming health care, including gender-affirming surgeries, hormone therapy and puberty blockers. This removes a parent’s ability to make healthcare choices for their children. In Alberta, doctors are already not allowed to perform health care on children without parental or guardian consent, so no change was necessary.
Further, healthcare like puberty blockers “buy time” for trans, gender-diverse and intersex youth by pausing irreversible physical changes (e.g., secondary sex characteristics such as breasts, body hair, growth of Adam’s apple) that can be deeply harmful for the mental health of trans youth. Blockers have been used safely and researched extensively since the 1980s, and will continue to be available to cisgender youth who experience early puberty. According to the Alberta Pediatric Association, they decrease suicidality for trans youth, are reversible and have few side-effects.
Bill 27 requires parental consent for all students under 15 who want to change their name and/or pronouns at school. For 16- and 17-year-old students, schools will be required to notify parents.
This means LGBTQI2S+ youth will be forcibly outed to their families. While some trans and gender-diverse youth are accepted by their families, 30 percent of families reject their children when they come out. For those who experience family rejection, the rates of suicide are incredibly high. According to the 2015 U.S. Transgender Survey, 79 percent of those rejected by their families experienced suicidal ideation and 43 percent have made a suicide attempt.
Bill 27 will also effectively eradicate sex education in the province. While it purports to introduce a parental opt-in system of sexual health education — instead of the current opt-out system — the requirements are so burdensome that the quality of sex education will inevitably erode significantly. Many schools will probably choose not to offer sex education at all.
The government’s attack on sex education goes against decades of research demonstrating that age-appropriate, comprehensive sex education — unlike abstinence-only sex education — reduces teen pregnancy rates and STIs and supports the reduction of child sexual abuse.
Research shows that when children are given knowledge and age-appropriate resources about their health, not only are they at reduced risk for STIs and unwanted pregnancy, they are significantly less likely to experience abuse and are more capable of disclosing when abuse has occurred.
The law also applies to materials and lessons regarding gender identity and sexual orientation, potentially erasing same-sex families and gender-diverse children from the curriculum.
Finally, Bill 29 will effectively prevent transgender girls and women from participating in competitive and recreational sports with cisgender girls and women, even in elementary school.
This will make all female athletes vulnerable to abuse, especially if they are perceived as “too masculine.” Under the law, schools and sports associations will have to adopt eligibility requirements based on gender. The bill grants legal immunity to athletes, referees and employees of the government, schools or sports association.
This makes all women unsafe, especially Black, Indigenous and other racialized women, as well as women who are considered insufficiently “feminine”.
This is a far greater threat than any athletic advantage trans women supposedly pose to other athletes — the evidence for which is far from compelling, especially when compared to advantages we readily accept, such as height in basketball.
Urgent request to Affirming people and faith leaders
Affirming Connections stands in support of drag performers, trans, gender diverse, and 2SLGBTQ+ communities across Canada.
We have seen an apparent rise in malicious misinformation, conspiracy theories, threats, and violence that target drag performers, and the queer and trans community. In 2023 alone, hate crimes against the queer community rose by 69%, and this number continues to increase.
Much of this abuse and misinformation is connected to Christian far-right groups, and is sometimes couched explicitly in a theological defense.
We believe that a religious attack calls for a religious response. It is the responsibility of those who identify as people of faith, faith leaders, and faith communities to actively refute these kinds of bigotry within their own groups and the wider community.
